The use of ICTs among the inhabitants of a population helps reduce the digital divide between urban and rural centers, improving the lives of all the inhabitants of the planet.”

The advancement of information and communication technologies (ICT) in society worldwide is evident and its incorporation has favorably transformed relationships between people. ICT is called the set of technologies that allow the acquisition, production, storage, treatment, communication, registration and presentation of information, in the form of voice, images and data contained in signals of an acoustic, optical or electromagnetic nature (Rosario, 2005). . Among them are radio, television, telephone, computer and Internet.
