Abstract
Creating a sustainable and progressive economy by taking advantage of oil revenues is a recurring idea in Venezuelan political thought. In 1936, in a well-known essay by Arturo Uslar Pietri, he proposed using non-renewable resources to develop an economy independent of hydrocarbons, in which agriculture, livestock and industry would be the bases of national development. Time has passed since the publication of that text and the Venezuelan economy has continued to receive good revenues from oil.
